Overview

LMI is seeking a skilled Technical Product Manager, to support applications under the VP of Technology Applications at the United States Postal Service (USPS). A successful candidate will demonstrate competency in application lifecycle management, project execution, leadership, critical thinking, relationship management, and business growth while upholding the highest standard of ethical behavior. The candidate will collaborate with developers, product owners, customers, and senior leaders to modernize and deploy customer-facing applications. Our development approaches emphasize user and customer experience, as well as the importance of change and adoption management. We are looking for candidates that have experience in agile software development and human centered design.

Responsibilities
    Leading the vision for the product by prioritizing and overseeing the team, ensuring that they are delivering maximum value to USPS and customers
  • Manage complex technical projects ensuring that goals, requirements, and outcomes are defined and that the appropriate resources are allocated
  • Monitor team performance to ensure that projects are implemented, supported, and closed accurately and in accordance with key milestones and established project standards are upheld and clearly defined throughout the entire process of each project's development and execution
  • Foster positive working relationships with team, client personnel, business owners, customers, and leadership counterparts
  • Consistently work with customers / users to obtain and apply feedback to improve customer experience
  • Manage and prioritize the team backlog and tasks, set deadlines, and assign resources to each project
  • Track cost, schedule, and performance, as well as prepare documents and develop project specific policy, procedures, and report status to all levels
  • Prepare briefing charts, schedule meetings, keep records and record minutes, prepare after-action reports in support of technical reviews
  • Help the team develop user stories and define features
  • Work with LMI and LMI business partners to pursue new business opportunity
  • Responsible for developing product vision and roadmap and working with Technical Leadership and product teams to deliver value against defined roadmap.
  • Manage the program-level product vision and roadmap, working with stakeholders to develop epics and features to define team-level product roadmaps and backlogs.
  • Prepare for and participates in Program Increment planning and builds, edits, and maintains the program's product backlog during program increment execution.
  • Ensures that the Agile Release Train delivers the business value committed to within a Program Increment.
  • Work with product teams to prepare and deliver integrated system demonstrations for Program Leadership.
  • Work to maintain proper flow of backlog items to implementation and deployment.
  • Work with Technical Leadership and Release Management to ensure continuous integration and continuous delivery (CI/CD) of working software.
  • Represent the customer with the ability to prioritize tradeoffs, clarify requirements, and work to drive features to acceptance throughout the agile software development life cycle.
  • Work directly with internal and external stakeholders, including senior staff and managers, and with focused product development teams to ensure successful translation of requirements into high-quality product deliverables.

Qualifications

Required Skills

  • 5+ years' experience in product management, product ownership, system engineering, information technology (IT) management, business analysis, computer science, or other related fields, preferably in large government programs
  • Bachelor's degree or higher
  • Experience working within the software development lifecycle as a technical representative
  • Experience with application lifecycle management and Agile framework
  • Industry-leading Product Owner or Product Manager certification (e.g., CSPO, SAFe PO/PM, SAFe SPC, etc.)
  • Experience with Human Centered Design
  • Successful experience managing technical and functional staff
  • Advanced understanding of Project Management processes, strategies, and methods
  • Experience writing and understanding business requirements
  • Experience leading user experience (UX) research efforts and incorporating UX and HCD principles into product vision, roadmap, and backlog.
  • Experience bringing web application products to production, through continuous delivery, and working with strategic communications and change management personnel to drive adoption.
  • Experience creating detailed reports and presentations to senior executives and key stakeholders.
  • Superior communication skills, both oral and written
  • Strong problem solving and analytical skills
  • Excellent time management and organizational skills and experience establishing guidelines in these areas for others
  • Education/Experience: Minimum 3-10 years of directly related experience with a Bachelors' Degree in business, computer science, management information systems, engineering, or a related field preferred
  • Clearance: Ability to obtain and maintain a US government Public Trust required

Desired Skills

  • Master's degree or higher
  • Technical/Software development background
  • Experience working with USPS
  • Prior experience running projects of similar size and scope
  • PMP Certification or other equivalent certifications
  • Postal Public Trust Clearance
