Job Description
FSA, a professional services company delivering highly qualified personnel in support of the government's mission, has an immediate vacancy for a Senior Financial Analyst/Investigator to support the Financial Litigation Unit (FLU) at the U.S. Attorney's Office.

A Senior Financial Analyst/Investigator performs financial investigation and analysis to assist in collection of criminal restitution and civil debts. Assists in prioritizing debts for collection. Recommends cost-effective collection activities. Assists in collection of debts.

Investigations may include:

  • Review and analysis of financial documents, including financial statements, credit reports, tax returns, insurance information, real property escrow and lending materials, bank statements and loan applications to third parties;
  • Computer database searches, public record information, judgment and lien information, Secretary of State records, and financial information available from entities such as the Securities and Exchange Commission and the Financial Crimes Enforcement Network;
  • Interviews of debtors and other persons; and
  • Preparation of draft interrogatories, requests for production of documents, and subpoenas for FLU AUSA. Prepares detailed reports for FLU AUSA and staff addressing the availability of assets and collectability of debts.
  • Assists FLU AUSA in prioritizing debts based on the availability of assets.
  • Recommends additional avenues for investigation and efficient debt collection actions.
  • Processes criminal restitution judgments and civil debt collection claims and initiates appropriate collection actions under supervision of FLU AUSA or senior FLU staff.
  • Makes recommendations on debt compromise, write-offs, referral of claims back to the originating agency, and appropriate actions to liquidate judgments, including garnishments, debtor exams, and attachment and levy on debtors' property.
A Senior Financial Analyst/Investigator must meet the following qualifications:
  • Four year undergraduate degree in accounting or finance preferred; CPA certification is desirable
  • Two years of legal experience.
  • Have experience with complex financial litigation and experience with financial fraud or securities.
  • Have experience with West Law, Thomas Law, Lexis-Nexis and other legal research databases.
  • Have knowledge of and be proficient with Microsoft Word and have basic skills with Excel. Ability to use relevant software used by the USA and proficient computer skills.
  • Have excellent organizational skills, and the ability to work independently and as a member of the team.
  • Type at a minimum of 40 words per minute with good punctuation, spelling, and grammar skills.
  • Have excellent written and oral communication skills.
This position requires U.S. Citizenship and a 7 (or 10) year minimum background investigation.
Agency Overview
In consultation with Financial Litigation Unit (FLU), Assistant United States Attorney (AUSA), plans and conducts asset investigations to determine the collectability of restitution and other debts. Investigations include business entities as well as individuals. Sources of information include criminal defendants and civil debtors, their family members, businesses, banks, brokerages, title insurers and lenders.
